Ukraine's leader Volodymyr Zelenskyy declared during his visit to Washington that Vladimir Putin's decision to request talks with the US president demonstrates Moscow is on the defensive. Zelenskyy commented, "We can already see that Moscow is scrambling to resume dialogue as soon as it learns of cruise missiles." This statement referred to recent musings about providing long-range missiles to the Ukrainian military.

Political Developments and International Reactions

A former US state department official, Dan Fried, observed, "Putin is attempting to derail the momentum toward increased sanctions on Russia." Fried continued, "We'll see tomorrow, but the likelihood of achieving a truce by pressuring Moscow to engage sincerely seem to have decreased."

This development followed the US president had recently been hardening his language toward Moscow until the recent call with the Russian president, which the Russian government described as "extremely frank and trustful."

EU Energy Sanctions and Market Impact

The European Union have established a requirement for fuel importers into the EU to prove their fuels are not sourced from Russian crude, according to a document released on recently. This step is part of the EU's forthcoming prohibition on purchases of fuels made from Russian petroleum, which forms part of its latest restrictive measures against Russia over its war in the region.

Market analysts observed that trading patterns appeared to be considering the potential end of India's imports of Russian crude. Several Indian refiners are getting ready to reduce purchases from Russia, with expectations of a gradual decrease, according to insiders knowledgeable about the matter.

"This represents a positive development for the oil market as it would eliminate a big customer of Russian crude," commented Tony Sycamore, noting that oil prices were steady on the trading day.

Military Situation and Energy Strikes

A large-scale Moscow's drone and rocket attack hit energy infrastructure in eastern Ukraine on the same day, resulting in outages in eight regions. Ukrainian officials reported that Russia launched numerous of unmanned vehicles and many of missiles, along with glide bombs.

"During this fall, the Russians use every single day to attack at our power facilities," said Volodymyr Zelenskyy, noting that strikes affected the regions of northern Ukraine, Kharkiv, Poltava, northeastern Ukraine and Vinnytsia.

Ukraine's envoy to Washington, the Ukrainian ambassador, asserted that Russia demonstrated its true attitude to peace through the "violence" of such strikes. "The Russian government once again opted for weapons over talks, turning this assault into a clear setback to current diplomatic initiatives," Stefanishyna commented.

Meanwhile, the EU's top diplomat, the bloc's representative, stated that the European Union had little option but to strengthen defensive systems against Russia. She revealed a "plan" to prepare for potential conflict by the end of the decade, featuring a new defensive network to be fully operational by the 2027 deadline.

The proposed system, dubbed the "EU defensive program," is expected to start operations in its first phase by the 2026 timeline and be fully functioning by the end of 2027. EU authorities aims to secure the backing of member state representatives at a summit next week.
